AUDIT COMMITTEE MEETING MINUTES

1. Call to Order
The Chair Councillor McCormack called the meeting to order at 1pm.

2. Adoption of Agenda
The Chair suggested that Item 9 - Closed Session be moved up on the agenda to be discussed before items 8.1 to 8.8.

Moved by Councillor Bisback that the agenda be adopted as amended.

APPROVED.

3. Conflict of Interest
No conflicts of interest were declared at this time.

4. Previous Minutes
The Committee Reviewed the minutes of May 26, 2020.

5. Presentations
There were no presentations at this time.

6. Announcements
There were no announcements at this time.

7. Correspondence
There was no correspondence at this time.

9. Closed Session
Moved by Councillor Arsenault that the Audit Committee proceed to go into a closed meeting to consider matters that qualify under the Municipal Act 2001, as amended:

    • Closed meeting held under section 239.2 (k) a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board, specifically relating to rent negotiations.

APPROVED.

Moved by Councillor Arsenault that the Audit Committee rise from closed meeting to consider matters that qualify under the Municipal Act 2001, as amended, specifically under section 239.2 (k) a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board, specifically relating to rent negotiations, with the following report:

That the Audit Committee recommend to Council to rebate, or give a credit to those that have paid, in the amount of 100% of the rent to those tenants whose facilities have been closed or are affected by provincial orders impacting their ability to operate, excluding property taxes, during the period of the pandemic as identified in the closed session report.

APPROVED.

8. Business

8.1 Financial Assistance for Commercial Properties
The Committee discussed the research completed by the Director of Corporate Services and Councillors McCormack and Bisback.

Items 8.2 to 8.8 to be discussed at a future meeting.

9. New Business
The Director of Corporate Services provided an update regarding funding to the Library, Chamber of Commerce, and Museum.

An updated financial forecast will be provided at the next meeting.

An update to capital projects statuses will be provided at the next meeting.

10. Next Meeting Date
The next meeting date is to be determined.

11. Adjournment
Moved by Councillor Burroughs that the meeting be adjourned.
