GRINDER PUMP COMMITTEE MEETING MINUTES
Wednesday July 24, 2019

1. Call to Order

Chair Angelo Miniaci called the meeting to order at 1:00 p.m.

2. Adoption of Agenda

Chair Angelo Miniaci moved to adopt the agenda.

3. Conflict of Interest

There were no conflicts of interest at this time.

4. Previous Minutes

David Snelgrove moved to accept the previous minutes. Seconded by Councillor Arsenault.

5. Presentations

5.1 Wayne Scott, Working Group Report
Mr. Scott presented on the findings and draft recommendations of the Grinder Pump Committee and Working Group. Mr. Scott began by giving an overview on low pressure systems in general and how they operate and differ from traditional gravity fed sanitary systems with Regionally owned pumping stations. Issues surrounding low pressure systems were presented including:

    • economic discrepancies
    • approvals
    • installation standards
    • inspections
    • what defines "sewage works"
    • future maintenance
    • insurance coverage
    • accountability
    • future costs
      Discussion surrounding approvals between Committee Members and Town Staff occurred throughout the presentation. Town Staff explained that any sewage works (including low pressure systems) that are installed in the Town are approved by the Ministry of the Environment (MOE). The definition of "sewage works" was also discussed with the agreement from both Staff and Committee Member in that a legal opinion on whether a low pressure system is considered "sewage works" will be sought out.
      Both Mr. Ruck, Councillor Arsenault, and the Committee Members agreed that an information package should be submitted to Council. Then a workshop could be scheduled to better inform Council on low pressure systems in the Town. At that time, Council, the Committee, and Town Staff could schedule another workshop to allow proper discussion on the topic where appropriate Members and Staff are present.
