8.1 Grinder Pump Committee Recommendation #7 Amendment:

Moved by the Committee that:

Whereas Council created the Grinder Pump Committee with the mandate,

"To investigate options available for the Town of Niagara-on-the-Lake to offer assistance to residents who own grinder pumps",

And whereas, The Grinder Pump Committee through lengthy research and discussions over several years developed a series of recommendations that were referred to staff for evaluation,

And whereas, staff have reviewed the committee's recommendations and have brought forward their final recommendations to be presented to Council,

And whereas, staff did not support recommendation number 7 (seven) to reimburse grinder pump owners for the cost of insurance of approximately $75 per year per owner,

Therefore, be it resolved, that the committee recommends to Council that recommendation number 7 (seven) be amended as follows:

The current $75 per annum insurance rebate program that was established for the original owners of Bevan Heights, be extended to include identified owners of record as of the date that the recommendations are approved by Council.

2. That the rebate program be for a three-year period and then be reviewed at that time.

3. That the amount of the rebate be capped at $75 per homeowner regardless of changes in insurance rates over the three-year period.

4. That the program be made available only to the identified residential homeowners and for certainty, parties that acquire a home from an identified homeowner subsequent to the date that the recommendations are approved by Council will not be eligible for the rebate program.

5. That rebates will only be made available upon request by the homeowner.

6. That proof of current paid insurance be provided when making a rebate request.

7. Staff to develop the appropriate process for this program and inform the affected residents as required.

APPROVED.
