COMMUNITIES IN BLOOM COMMITTEE MEETING MINUTES
Wednesday October 13, 2021

1. Call to Order
Chair Vicky Downes called the meeting to order at 2:00 p.m.

2. Adoption of Agenda
Moved by Fran Berry that the agenda be adopted.

APPROVED.

3. Conflict of Interest
No conflicts were declared at this time.

4. Previous Minutes
The Committee reviewed the minutes of August 11th, 2021

8. Business
8.1 Proclamation for Year of the Garden - 2022:
The committee discussed the Year of the Garden and the details of the program.
Councillor Cheropita and Councillor Wiens will bring this up as a Notice of Motion at the next Council meeting; CIB supports the Year of the Garden proclamation.

Staff will advise CIB National that CIB is part of this program.

8.2 CIB visit in summer of 2022:
The committee discussed the visit and the CIB book.
Staff and the working group will meet in November to go over the details.

8.3 National CIB Symposium webinars:
The committee advised that the webinars are available online on the CIB's website.
The webinars that committee members attended were interesting and informative.

8.4 Garden of the week wrap-up and plans for 2022
Bette Anne updated the committee that some of the master gardeners in the area may get involved next year. Joanne Young was brought on to do a gardening column in one of the local newspapers. Discussion took place about a theme for next year, starting in January next year, and have a plan outlined, Bette Anne will also reach out for assistance with this program from other committee members or volunteers.

8.5 Gardens of Hope and social media:
The Chair advised that 3 Gardens of Hope were established. CIB was advised that we were chosen as a winner for the Community Garden category. Staff will be posting the win on social media.

8.6 Chautauqua Tree Project - status report:
Staff advised that this program has been completed. 25 acorns that were propagated were planted on the Heritage Trail from this program. This was a partnership with Forestry Ontario, Canopy Growth, Niagara College, and the Town.


8.7 St David’s Adopt-a-Park garden - water barrel request:
Fran updated the committee about this program, there was a request from the group regarding water, staff advised that they will look into providing the rain barrel, they can top up the barrel but not water the gardens, costs will be brought back to CIB for approval.


8.8 Greenhouse project:
Staff updated the committee that direction was given to not sign the Memorandum of Understanding due to concerns with liability, targets, goals, programming etc., for those reasons it was decided to decline this project. Staff advised that this could go on private property, the committee will reach out to private organizations to take on this project in it's entirety.


8.9 Community Garden:
Vicky updated that they have harvested 672 pounds of food, they have contributed 280 hours to manage the garden, $135.00 of donations have been given, 38-3" pots of basil seedlings have been put out for taking at the library, there was a feedback meeting with the volunteers, and all partners to see what they can do for next year. A plan will be put together on what to plant, garlic will be put in shortly, Seaway Farms will be donating for next year as well. At the moment there is still a harvest happening, weather permitting. Staff will work with Communications to put this out on social media.


8.10 Hydro Box Paintings and celebration:
Staff updated that along with the Town's partners, the Pumphouse and NOTL Hydro, 3 artists have been chosen, there is a reception taking place but due to COVID the numbers are limited. Staff will share the winners with the committee. October 28th is the ceremony.


8.11 Rainbow garden proposal:
Discussion took place regarding the rainbow garden, staff advised they are still working on the proposal and will speak with Councillor Cheropita on updates and findings and will bring this back to the next meeting, the Inclusively Committee will be the champions of this project.
